Hi! I'm Jennifer Bulmer.

Jennifer Bulmer is a childcare leader, systems developer, and educator with over 30 years of experience in Out of School Care and childcare program leadership. Throughout her career, she has worked directly with children, educators, and program leaders, gaining a deep understanding of the daily realities of running high-quality childcare programs.



Jennifer founded Childcare by Design to help childcare programs move away from scattered paperwork, reactive management, and constant overwhelm. Her work focuses on creating practical systems that support educators, simplify operations, and strengthen program quality.

Drawing from decades of hands-on experience, Jennifer has developed a range of tools and frameworks designed specifically for childcare programs, including the SYNC by Design planner system, program planning tools, and leadership resources for directors and educators. These systems help programs stay organized, maintain compliance, support staff accountability, and create environments where both children and educators can thrive.

Jennifer is also a passionate advocate for professional leadership in childcare. She works with directors and program leaders to build strong program culture, implement effective systems, and develop confident leadership practices that support both staff and families.

Her approach combines practical experience with thoughtful program design, helping childcare teams reduce stress, improve consistency, and focus more fully on what matters most—supporting children’s development through meaningful play and relationships.

Through Childcare by Design, Jennifer continues to develop tools, training, and resources that empower childcare professionals to run organized, thoughtful, and sustainable programs.

I spent the next phase of my career doing every conceivable role in childcare – Educator, Director, fill in Cook, Bus Driver, toilet scrubber … if it needed to be done, I did it.  My Out of School Care career was an education in itself, one where I learned valuable lessons on what worked, why people did things in a certain way, and what didn't work. I saw Educators and Directors were employing the same strategies day after day and accepting the lack of results as status quo for the industry. 

In 2010 I opened Juvenescence Child Development Centre and got to work implementing systems that would -by design - create my vision of a place for children and staff to thrive by providing an environment that nourished creativity, learning, failing forward and high-level skills, both in the classroom and in leadership.

As a wife and mother of 2 teenage girls, owner of 5 locations of Juvenescence Child Development Centre and Child Care by Design Coaching, I know the time, dedication, and joy these different roles bring me, but also how challenging it can be to juggle many demands on your time. That’s one of the reasons I opened Childcare by Design Coaching – to help you and other leaders like you create the systems and boundaries that allow you to thrive in all the roles in your life!
